Some dogs genuinely need one
Short coated breeds, whippety builds, puppies and seniors lose heat fast. A coat is not dressing up for them. It is the difference between a walk and a shiver.

Which dogs lose heat
Heat loss depends on the ratio of surface area to body mass and on what the coat is doing. A small dog has proportionally more surface for its volume and cools faster. A thin single coat has no insulating undercoat to trap warm air. Combine the two, as in a whippet or an Italian greyhound, and the dog will be shivering on a doorstep in single figures.
Age matters independently. Puppies have not developed full thermoregulation and elderly dogs lose it, so an old dog that never needed a coat may start needing one. The same applies to a dog that has just been clipped or is recovering from illness, where the usual insulation is either absent or the body is working with less reserve.
Why a double coat changes the answer
A double coated dog carries a dense undercoat beneath the guard hairs, and that layer works by trapping still air against the skin. Compressing it under a jacket flattens the loft and removes the property that makes it insulating, so a coat can leave the dog colder rather than warmer as well as being uncomfortable.
Read the dog rather than the temperature. Shivering, a tucked tail, lifting paws off the ground, hunching and slowing down or turning for home are the signals worth acting on. A dog showing none of them in freezing weather is telling you it does not need anything.
Fit and the five second test
The jacket must clear the shoulder so the front legs swing freely, stop short of the back legs so it does not catch when the dog squats, and leave the belly of a male dog uncovered far enough forward to stay dry. Watch the dog walk away from you: a shortened stride means the coat is restricting the shoulder.
Ease of fitting decides whether it gets used. A coat that takes a minute of wrestling on a cold morning is one that gets skipped, and then the dog is out in the cold without it. Practise indoors until you can fit it in a few seconds, and check the fastenings are still holding after a season of use.

Kept them dry in the rain

The full length zip means I am not fighting a sleepy dog before breakfast, it goes over his back and zips up. The high neck is the part I did not think I needed and now it is the reason he does not turn back at the gate. The shell has stayed dry through a very wet February.

Lead ring is a squeeze at first
The opening for the harness clip is tight until the fabric gives a little, and the first few times I was threading it through one handed in the rain. After a fortnight it is easy. The padding is proper padding rather than a token lining.

Needs a wipe, not a bath
The waterproof shell keeps the rain out of her coat underneath, so what used to be a bath is now a towel over the ears. That saves us both a lot of misery on a Sunday. The size range goes up to 6XL, which mattered here because the last coat we found stopped three sizes short.

Short coat and no bulk on her at all, and she used to stand shivering while I threw the ball. In the padded jacket she runs about instead of waiting by my legs. Measure the back length rather than going by breed, the chart is clear about that.

Warm enough, zip is stiff
No complaints about the warmth and the high neck is welcome against the wind off the sea. The zip catches on the padded lining about one time in three and needs easing back, which is irritating with cold hands. Everything else does what it says it will.

Second winter, still waterproof
Bought in his first winter and it has not wetted through yet, which I did not expect from a padded coat. Washed twice and the fill has not gone lumpy or shifted to one end. The zip is still smooth, which is usually the first thing to fail.

Before you buy
Measure the back from the neck base to the tail base, plus the chest girth behind the front legs. Go by the back length first and size up if the chest is broad.
The shell repels rain well for a normal walk. In sustained heavy rain expect some water in through the seams. It is a walking coat, not a technical shell.
There is no single figure. Below roughly 7°C thin coated, small, elderly and very young dogs begin to feel it. Watch for shivering and a tucked tail rather than working from a thermometer.
Most winter coats are cut with a lead slot so the harness sits underneath. Worn over the fabric a harness tends to slip; underneath it stays put and the coat lies flat.
Cool wash with no fabric softener, then air dry. Softener clogs the outer finish, which is the usual reason a coat stops shedding water after a season.
