Slip over bandanas need the right neck size and are a nuisance to get off over ears. A tie takes any neck and comes off instantly, which matters if it catches on something.
The listing calls it a saliva towel, and that is a fair description. Cotton against the chin catches what would otherwise end up on your sofa, and it goes in the wash.
Bandanas get muddy, chewed and lost. This is priced to be replaced rather than protected, which is the right way round for something a dog wears outdoors.

There is an established informal convention among dog walkers that a yellow bandana or lead means a dog needs space. It is not universal and you cannot rely on everyone recognising it, but enough people do that it changes how a fair number of approaches go, and it is a cheap thing to try if your dog is nervous, in season, recovering or simply not sociable.
It has a second use as a marker in a group. If you walk several similar looking dogs, or use a busy park where dogs converge, a distinctive colour makes yours identifiable at distance in a way that a collar does not. That is genuinely useful when you are trying to work out which black labrador in the middle distance is yours.
Cotton soaked and wrung out gives a small amount of evaporative cooling around the neck, where large blood vessels run close to the surface. It is a modest effect and nowhere near a cooling vest, but it is free once you own the bandana and it is easy to wet again at any tap or water bottle.
Keep the expectation in proportion. It is a marginal help on a warm day and no help at all on a genuinely hot one, where the answer is to walk early or late, stay on grass and shade, and skip the walk if the pavement fails the five second hand test.
Cotton is the right fabric here because it takes water well, which is what makes damping work, and it washes at high temperature without complaint. Synthetic bandanas shed water instead of holding it, which loses the cooling use entirely.
Treat it as a consumable. It will fade, fray and eventually be lost on a walk, and it costs little enough that none of that matters. Wash it with the dog's bedding rather than treating it as a separate job, and keep two so one is always clean.

It ties rather than buckles, so the fit is forgiving. Pick on neck size and leave room for two fingers under the knot. If between the two, the larger simply ties with more tail.

The cotton is decent quality and it ties without slipping straight off. On a big retriever neck the large uses up almost all of the tie, so anything broader than ours would struggle. Fine on him with a little to spare.
The tie is the whole point of it. No sizing to get right and nothing to pull over his head, which he hates. It sits flat at the front and he forgets it is there.
He is a dribbler and the sofa was paying for it. The cotton soaks it up rather than letting it run down his chest, and I swap it for a clean one at lunchtime.
Our collie panics if anything is pulled over her head, so a tie was the only option for us. One pull on the knot and it is off, which also means I am not worried about it catching on a fence.
Nice thin cotton that does not sit like a collar. The first print is much more muted in person than on screen, more washed out than crisp. Both dogs wear one and they have survived several washes.
It goes in with the towels and hangs dry overnight, which matters because ours finds every muddy puddle in the field. The cotton has not gone stiff or faded after a good few washes.
Bought the small more in hope than expectation and it ties neatly round a cat's neck with the point sitting flat on her chest. She tolerates it, which from her is high praise.
The cotton and the print are both fine and it washes well. Tied loosely enough to be comfortable it works its way round until the point is under his ear, so I am straightening it every twenty minutes. Tighter is not something I want to do.
