The grippy base matters for the same reason a wobbling post gets abandoned. A cat puts real force through its front legs when scratching, and a pad that slides away gives no resistance, which makes it unsatisfying. If it is still moving on a hard floor, put it against a wall so it has something to brace against.

The scratching side was an instant hit and the pop up moles took some persuading at first, as the mechanism was quite tight. It loosened up after a week of use. She waits by it now whenever she sees me sit down on the floor.
