Scent based calming works slowly if it works at all. Fitted a week before the builders arrive or the move happens, it has a chance; fitted on the day, it mostly does not.
For mild, situational stress this costs less than a vet consultation and is worth ruling in or out first. For real behavioural problems, spraying, aggression or overgrooming, it is not the answer and delay does harm.

Evidence for calming products is mixed. Some cats respond noticeably, some show no change at all, and the studies that exist are small and often funded by manufacturers. It is reasonable to try one, and it is not reasonable to expect it to resolve a serious behavioural problem on its own.
The sensible framing is that it may take the edge off a stressful period while you fix the actual cause. If it works for your cat you will notice within a week or two. If nothing has changed after a fortnight, it is not going to, and the money is better spent on a consultation.
Most feline stress traces back to resources and territory. Not enough litter trays, trays in exposed positions, food and water together, nowhere high to retreat to, or a new cat in the neighbourhood using the cat flap. Those are the things that produce spraying, overgrooming and hiding, and no collar substitutes for sorting them out.
The baseline is one litter tray per cat plus one spare in separate rooms, water sited away from food, and several elevated places to retreat to. In a multi cat household, duplicate everything and spread it out. A calming collar layered on top of that arrangement has something to work with; on its own it is being asked to do too much.
It comes sealed, which matters because the active scent begins depleting as soon as it meets air. Leave it in the case until you are ready to fit it, then note the date, since a collar left half used in a drawer for a month will be considerably weaker than a fresh one.
Fit it with two fingers of slack and trim the excess. It can be worn alongside an ordinary ID collar or on its own. As with any cat collar, check the fit weekly, and be aware that a plain calming collar is not a breakaway, so an outdoor cat should be wearing a safety collar as well.
